While applying for Indian Passport and filling up Passport Application form, you must have come across a term ‘NON-ECR Category.’ ECR stands for Emigration Check Required. It can be a bit confusing to understand this term, but our Article will explain it in detail. We will tell you if you fall under this category or not and if you do then what are the documents required as a proof of NON-ECR.
If you are applying for a passport in India, you will have to fill a field called a ‘Non-ECR.’ The Passport form asks you to choose either ECR or Non-ECR categories. For most of us, Non-ECR seems to be a new and confusing term so let’s understand what it means.
Most of us belong to NON-ECR category. Let me make it very simple for you.
What is Non-ECR in a Passport Application Form
You are eligible for Non-ECR category if Applicants falling in any one out of the below-mentioned categories will be eligible for NON-ECR Status:
- All Diplomatic / Official Passports Passport holders.
- All the Gazetted Government servants.
- Income-tax payers (including Agricultural Income tax payees) in their individual capacity.
- Professional degree holders (Doctors holding M.B.B.S. Degrees or Degrees in Ayurved or Homeopathy, Chartered Accountants, Accredited Journalists, Engineers, Lecturers, Teachers, Scientists, Advocates, etc)
- Spouses, dependent children of the category of persons listed from (2) to (4)points.
- The one who is having educational qualification of Matriculation and above.
- Seamen who are titled as CDC or Sea Cadets, Desk Cadets (a)The one who passed final examination of three years B.Sc. Nautical Sciences Courses at T.S. Chanakya, Mumbai and (b) The one who has undergone three months Pre-sea training at any of the training institutes approved by Government such as T.S. Chanakya, T.S. Rehman, T.S. Jawahar,(SCI) MTI and NIPM, Chennai after production of the identity cards issued by Shipping Master, Chennai/Mumbai/ Calcutta.
- The one who is holding permanent immigration Visas, such as the visas of, Australia, UK, and USA
- One who is possessing two years’ diploma from any National Council recognized Institute for Vocational Training (NCVT) or State Council of Vocational Training (SCVT) or the one who is holding three years diploma/equivalent degree from institutions like Polytechnics recognized by State/Central Governments.
- All the nurses are possessing qualification recognized under Indian Nursing Council Act, 1947.
- One who is above the age of 50 years.
- If a person staying abroad for more than three years (this period of three years could be either in one stretch or broken) & their spouses.
- Children up to the age of 18 years. (At the time of re-issue at age of 18 years, ECR stamping would be done, if applicable).
Only the Applicants falling under the above-mentioned categories have to put a “YES”, otherwise “NO”.
Documents Accepted for Non-ECR Category in Passport
1. Diplomatic/Official Passport Holders
Only Diplomatic/Official Passport is necessary.
2. Gazetted Officers in State and Central Government & their Spouse and dependent Children
(a) For Gazetted Officers
- Identity Certificate in accordance with Annexure B, OR
- NOC as per Annexure M, OR
- PI i.e. Prior Intimation Letter in accordance with Annexure N.
(b) For Spouses of Gazetted Officers
- Identity Certificate in accordance with Annexure B, OR
- Marriage Certificate issued by Registrar of Marriage, OR
- Joint Affidavit in accordance with Annexure D
(c) For dependent Children of Gazetted Officers
- Identity Certificate in accordance with Annexure B, OR
- Birth certificate by Municipal Authority or Registrar of Births and Deaths, OR
- School Leaving Certificate/ SSLC / Certificate from the School Last Attended.
- Passport Copy of the Gazetted Officer (Your Father or Mother)
3. People having Qualification of High School/ Matriculation & Above
High School Marksheet / School Leaving Certificate / Passing Certificate.
4. All People with the Age of more than 50 years
- Birth Certificate by Municipal Authority or Registrar of Birth & Death.
- School Leaving Certificate or Secondary School Leaving Certificate.
- Notary Affidavit mentioning Date/Place of Birth in accordance with Specimen in Annexure A(Only for people who are illiterate or Semi-literate i.e., less than 5th Class)
ECNR (Emigration Clearance Not Required)
Eligibility for ECNR:
The following applicants are eligible for ECNR status regardless of its requirement in certain countries –
- Holders of Diplomatic / Official Passports
- Gazetted Government servants, their spouses and dependent children
- Income tax-payers, their spouses, and dependent children
- Professional degree holders
- Persons having educational qualification of matriculation and above.
- Seamen who are in possession of Continuous Discharge Certificate (CDC), or Sea Cadets and Deck Cadets
- Persons holding permanent immigration Visas, such as the visas of the UK, USA, and Australia.
- Persons possessing two or three years’ diploma from any institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT).
- Qualified Nurses, recognized under the Indian Nursing Council Act, 1947.
- Persons above the age of 50 years.
- All persons who have been staying abroad for more than three years (the period of three years could be either in one stretch or broken) and their spouses.
- Children up to 18 years of age.
